Francesc leads the Public Affairs practice in Spain since 2017. He is a specialist dealing with complex agendas and managing and executing effective institutional relations strategies.

Prior to joining H+K Francesc held significant leadership positions in the Spanish public sector. He was a member of the Spanish Parliament for three consecutive terms (2004-2016) and Deputy-Spokesman of the Socialist Party (PSOE) in the National Parliament since 2013.

Francesc has strategically advised clients such as Telefónica, P&G, Verisure, Boehringer Ingelheim, Sanofi or Medtronic.

He’s been a Constitutional Law professor at the Universidad Autónoma de Barcelona for more than 20 years and has published several books.

He is a proficient spokesperson with excellent negotiation skills and connections in both the political and legislative spheres.

He Holds a law degree and a PhD from Universitat Autònoma de Barcelona and a Masters of Law from Georgetown University Law School in Washington D.C.
